Former UN rapporteur in the occupied Palestine, Richard Falk said the Israeli siege on Gaza is a severe instance of collective punishment prohibited by Article 33 of the Fourth Geneva Convention.
Falk made the remarks in an email interview with the Qods News Agency (Qodsna).
“This terrible ordeal has been greatly aggravated by three massive militarized attacks on Gaza (2008-09, 2012, 2014), with the last attack causing the most loss of life and devastation.”
The former UN official suggested that the situation could have been interpreted as an ideal occasion for the application of the R2P (or Responsibility to Protect) norm.
“But instead it turned its back,” he regretted, adding it “reflects not only the diplomacy of the West led by the United States but also the increasing failure of the Arab world to use their wealth and influence to lessen the suffering of the Palestinian people.”
